But i read the comments of Chihiro at MAL regarding of their subbing of Railgun and they only get 31/61 aprroval.

MAL's feedback on releases are mostly cancerous and rarely reflect anything. They should never be used as a basis of judging the quality of a release. As with most things, people are most vocal when they're hating on something. Therefore the majority of people not hating on it don't speak up about it. So you're much more likely to see people talking crap rather than praising something; even if it's actually not bad. I'm not saying Chihiro was great here or anything, but there isn't anything bad enough to warrant nearly 50% downvotes.
